With so many agencies submitting candidates and only a few being reviewed at a time the chance of a candidate making it to a review and in front of a hiring manager is low.

It's more advanced and cost-effective in terms of adoption, user-friendly interphase along with BI tools that can even track behaviors of the employee to ascertain and plan the steps accordingly to keep them motivated and help them contribute towards the overall goal. Its management is easy and can be managed easily.
