Azure DevOps is an excellent option for companies looking to streamline their development pipeline and code repository. It is highly collaborative and extremely easy to use. Our company is also using it within our IT Operations department to track infrastructure related work efforts as well and it has been very successful for that as well. Smaller companies may be able to use GitHub and other cheaper solutions for this type of work.

It's a great industry standard app that enables teams using Agile or Waterfall to be productive and successful, but the cost associated to use the app knocks some points off, that added with the fact they require you to pay for integrations of commonly used services is frustrating, to say the least. One would expect for how much the app costs they'd throw in things like free Git integration and roadmaps, but those are add-on services. It would also be great if Jira Software supported automatically sending an email notification to requesters when a ticket's last updated date gets to a defined period to prevent defect and task tickets from being forgotten.

Pros

Azure DevOps Services

  • Flexible Requirements Hierarchy Management: AZDO makes it easy to track items such as features or epics as a flat list, or as a hierarchy in which you can track the parent-child relationship.
  • Fast Data Entry: AZDO was designed to facilitate quick data entry to capture work items quickly, while still enabling detailed capture of acceptance criteria and item properties.
  • Excel Integration: AZDO stands out for its integration with MS Excel, which enables quick updates for bulk items.

Jira Software

  • JIRA offers a lot of integrations that really improve our work. For example, the Salesforce integration makes it really easy to link Salesforce product roadmap cards (relevant to the entire product team) to an individual JIRA issue (one specific task-relevant to that team).
  • JIRA offers very good search and filter functionality. The quick filters make it very easy to immediately see only my own issues. You can create custom views, which are especially helpful for my team during our daily standup, allowing us to only see relevant issues.
  • JIRA issues come with lots of customizable fields. Due dates, assignees, labels, priority level, epic link, etc. -- makes it very easy to organize and find specific issues.

Cons

Azure DevOps Services

  • Column sorting when in filtered states.
  • A way to show cross-team dependencies.
  • A customized "From" field for notifications. Sometimes when a mail comes from Azure DevOps the teams do not realize that I am sending it
  • A way to do online poker that doesn't require a plug-in.

Jira Software

  • Make certain the full end to end processes are documented - changing flows will impact the lineage of your data
  • Make certain someone on the team has JIRA experience or have a vendor support you in the implementation
  • Look at full functions offered out of the box and understand additional plug-ins that may be needed.

I don't think our organization will stray from using VSTS/TFS as we are now looking to upgrade to the 2012 version. Since our business is software development and we want to meet the requirements of CMMI to deliver consistent and high quality software, this SDLC management tool is here to stay. In addition, our company uses a lot of Microsoft products, such as Office 365, Asp.net, etc, and since VSTS/TFS has proved itself invaluable to our own processes and is within the Microsoft family of products, we will continue to use VSTS/TFS for a long, long time.

While there are no fundamental problems with JIRA, I'm unsure that I will be working myself very closely with users of Atlassian Confluence. The client base I am concerned with tend to be more integrated with Amazon, IBM BlueMix / Watson, open source LAMP/PHP (WordPress, MediaWiki) & those that rely on more proprietary CMS would tend to use Sharepoint not Confluence. JIRA seems to me to stand or fall with the rest of the Atlassian silo or suite, as it is not closely integrated with Sharepoint or mediawiki based reporting or knowledge management. Data interchange standards in this area are weak so Microsoft, open source LAMP projects using Phabricator, and Atlassian JIRA seem to be three distinct silos, with Amazon, Google & IBM offering their own tools for similar needs.

Azure DevOps is a powerful, complex cloud application. As such there are a number of things it does great and something where there is room for improvement. One of those areas would be in usability. In my opinion it relies too much on search. There is no easy way to view all projects or to group them in a logical way. You need to search for everything.

Very structured in that once you learn all of the bells and whistles, you can easily manage 100 projects concurrently. Sprints can easily be adjusted, backlogged tasks pulled forward or tasks moved out. Auto notifications (once setup) will drive the development process so that hand holding is kept to a minimum.

When we've had issues, both Microsoft support and the user community have been very responsive. DevOps has an active developer community and frankly, you can find most of your questions already asked and answered there. Microsoft also does a better job than most software vendors I've worked with creating detailed and frequently updated documentation.

Whenever I contact the support staff at JIRA I find the interaction to be typical to support interactions. Quite a few of the staff are very friendly and always seem to want to help. I have given them a couple tough situations that they've had to take back but all-in-all it seems like they try very hard to get to the root of the problem in a timely manner.

One of their strong points i stheir documentation. Almost all of the basic set up needed within JIRA is available online through atlassian and its easy to find and very precise. The more critical issues need to be addressed as well and hence the rating of 8 instead of a 9.

Take your time implementing Jira. Make sure you understand how you want to handle your projects and workflows. Investing more time in the implementation can pay off in a long run. It basically took us 5 days to define and implement correctly, but that meant smooth sailing later on.

Alternatives Considered

Azure DevOps Services

For the last 4- 5 years I have only used VS. We can't imagine switching to another product. It is secure, reliable, intuitive, and easy to use. If we need to add compatibility of other language with this, then we need to simply add the Plugin and use it .

JIRA support has been incredibly helpful with any issues that have come up, from technical glitches (few and far between) and increasing user knowledge of the capability of JIRA. The capabilities of JIRA are endless and can be adapted to fit nearly any organizations individual needs. JIRA also has a vast capability to integrate with a variety of software products used throughout many different companies.

Return on Investment

Azure DevOps Services

  • When I first VSTS it was with a team of developers who always work on their own. This project was the first one at the company that used six developers all work on the same product at the same time. Integrating someone else code into the system was an unknown entity. VSTS really helped move this new collaboration forward. The staff who were on this team then moved on work together on other teams because they knew how to handle this type of work.
  • The learning curve on VSTS is quite large so make sure you have some of your best starting anew VSTS project. They will fail a few times but after a few mistakes they will get how to do things and your build, tests and deployments will all be automated.
  • The user integration into VSTS is very good. As long as you developers can use Team Foundation Server source control, either Microsoft's or git, then they already have the permission to have VSTS access source control. This is very good.

Jira Software

  • Sprints management is relatively simple and straightforward.
  • As our organization matures, we will be able to take more advantage of JIRA's reporting tools to help us refine our processes.
  • By keeping things relatively simple and transparent (everyone can view all tickets -- no crazy permission schemes), the entire org has visibility into our development process.
