Google Tag Manager is a powerful tool, but like most Google products there's a steeper learning curve to start using it. The UI is not super intuitive, so some training is needed in order to set it up and start using it. Google does not integrate knowledge very well into its products, but there are lots of external tutorial and learning resources available elsewhere on the web.

I think Google Tag Manager's overall usability could be better for folks that do not have extreme knowledge of tracking codes. It seems as though the platform WANTS to be user-friendly, but it struggles along the way. Additional tutorials would be extremely helpful for initially setting up your account.

No difficult obstacle to overcome but Google Tag Manager can still be difficult for many users to deploy. Sure the basic HTML script can be deployed quite easily, but when you start to require triggers, variables, etc, it can be a little daunting.

Google Tag Manager is the definition of a learning curve. At the beginning, you can barely do the minimum and it can seem questionable as to why you would use it. However, as users begin to learn its offerings and see how it can do much more, they will have a moment where GTM becomes a tool that empowers their ability to track and efficiently collect data for important business questions.
