Very minimal skills needed, very user friendly - just need someone who can learn a tool quickly. We have about 2-3 managers that are in the tool on a part time basis (about 1-2 hours a week) to manage high level role details like cost/bill rates and adding project. If you had 1 full time resource hired to manage this tool they would be bored.
