Oracle Responsys is great platform for any size business. I personally brought on Responsys to 5 organizations; 2 of which were small start-ups. The platform is not suited for companies that are not engaged in permission based sending.

Oracle Eloqua is well suited for email campaigns of all sizes. I love the fact that you can send an email campaign to as many contacts as you like whether it be in the hundreds or hundreds of thousands. The reporting gives users great insight into prospect engagement on emails.

Multistep campaigns and managing multiple lines of business in a single instance. I think when a small team and need to multiple the power of that team, Eloqua can scale very well. It works with very small teams and can work with teams of dozens powering it.

Maxymiser is good for client side testing and tests can be setup quickly for that purpose. The server side is not as strong but the roadmap for this is going a good direction.
If you are not a developer the WYSIWYG test editor will be helpful, but I would suggest having a front end developer review before publishing.

If you want to step up your game in the digital campaign space, you need a powerful program to support it. Mailchimp isn't going to do it. It is also helpful that Oracle has "partners" that can assist in supporting this powerful program and you don't need to hire power users.

It is well suited for marketing teams who want to be flexible, adaptable to changes in their business and create powerful, sophisticated campaigns to their clients. Teams that want to create automated drip campaigns with dynamic content and personalized cadence and messaging would find Eloqua very easy to use and perfect for their needs. It has powerful, in-depth reporting functionality and great CRM integration (note that I've had experience integrating only with Microsoft Dynamics CRM and Salesforce - both of these integrations worked very well) - so teams that use CRM will also find it complementary to their marketing technology stack.
It will not be a good tool if a company doesn't use any CRM - as it is not a CRM replacement; or if all the marketing team is planning to do is "batch and blast" emails (which is a possible scenario for some very small businesses).

If your team is looking to scale and understand your customers better this tool is for you. If you are more interested in a simpler interface and do not need as much data analysis, or if you just want a leaner system Eloqua may not be the tool for you.

If a company needs an enterprise class marketing automation tool - with options to integrate with different databases etc. Eloqua is likely a solid option. If a company simply wants an email marketing tool, Eloqua is vastly overpowered and overpriced. No need to buy a race car if all you need to do is a daily commute.

Oracle Eloqua is best suited for the advanced marketer where the need for large complex campaigns is the norm. Its campaign canvas (UI) allows for a multitude of decision steps to provide maximum automation. Because the product is software, an in-house developer really can up the game by leveraging APIs and custom scripting. For the basic marketer, the product may to be more than needed.

Eloqua is great for companies that send out at least one email per month and want to create full campaigns rather than newsletters. If you just want to send out one basic newsletter to your whole database this is too much power for that. However, if you want to create really in-depth campaigns that run through a consumer journey and are personalized based on behavior than Eloqua is great. You can literally set it and forget it with great results.

If you want to launch multiple campaigns and want to make a hands-off approach after the initial configuration, then this is perfect. If you are not technical in HTML and have no resources, this will not work because this is so reliant on HTML. Otherwise, this is a solid system to use for your automated needs.

If you are sending some fairly basic, simply designed emails, Eloqua is perfect for you! It shares an easy tracking system and basic metrics after each campaign is sent out, and you can schedule emails in advance and specify details about how they are sent. While the templates are fairly standard, they are easy to update and work with, and if you don't have very intricate designs you're using, they will work just fine. The emails are mobile friendly and send quickly, and overall the system is simple to use and understand. There are options for enhanced functionality, A/B testing, and more for those who want to go deep into their email campaigns, but it's also a great system for simply sending out communications and tracking them, particularly if you send a lot of emails and just want a standard format to go out whenever you need it.

You need a full-service front end and back end team and marketers to get the best use out of this platform. It is clunky to use day to day. The best example to give is Oracle uses their own form of SQL called RPL. Responsys Programming Language. Whilst simple enough to learn if you know SQL, many marketers do not have time to write query after query. You'd typically get a developer to do it. As a Marketer, decide whether you can delegate this out or not.

Eloqua is not suited for e-commerce as much as it is suited for marketing teams building campaigns. Building multistep campaigns that drive emails based on activities is a strong suit for Eloqua. Doing this without highly skilled technical teams is possible and is where Eloqua shines over other tools. Its form backend processing is far superior to other tools in allowing complex decisions to be made based on answers where other tools require scripting.
