We are end-users of Oracle, as it is used by one of our Clients. This program is used for the management of construction-related projects, the issuance of contracts, changes, monthly draws, and hold-back applications. It also manages documentation related to compliance and contracts compliance, H&S back up, and more.

This program is well suited for online database management for construction-related fields and their contract management. It has many features which allow for reporting, issuance of changes, applications for payment and HB, and related construction-related documentation for both client and user. It also allows one to print and review in PDF any required documentation needed as per contracts.
Oracle Primavera is the best software in the market used to track construction projects. Like most applications from Oracle, Primavera comes with rich functionality. Customers have the option to use the features which suit them and ignore the rest. Oracle has by far the largest suite of applications, catering to various facets of the Enterprise. Primavera comes with various dashboards, which help project teams stay on track.

Oracle Primavera Portfolio Management has high security and comes with role-based access control. It has all the features of a comprehensive project management software like a work break down structure, Gantt charts, dashboards, business process automation, resource allocation, and analysis. The software is scalable for any number of projects. The project outcome can be improved by the use of Primavera as it will optimise resource allocation. However, this software is on the high end of pricing and not a cheap alternative.
Primavera is used in my company to build, manage, and analyze project schedules. P6 is used widely in our product management R&D across the company. P6 is helpful in the regard that it houses our project schedules for planning and controls. Because we are able to better predict our major deliverables, we can become better meeting our customer expectations.

Oracle Primavera is well suited for organizations that are dealing with lots of data. Smaller scale organizations could use something like Microsoft Project that may be more cost effective.

P6 is powerful enough to identify the longest pathway to the completion of a project. This is also known as CPM.
P6 can handle multiple scenarios and save them as a separate baseline schedule. This can be helpful for figuring theoretical sequences.
Cons
P6 is not as intuitive as other scheduling software. It usually requires someone who is trained in the program to use it exclusively.
P6 can have multiple versions of the baseline schedule. This is not intuitive like saving a file, which usually leads to confusion.
P6 is very costly for smaller companies to afford.

P6 as a scheduling software is very useful to manage construction projects. I've used it exclusively for construction projects and it has been successful in influencing how projects are sequenced.
On the other hand, it can be cumbersome to use and still requires a dedicated "P6" person to set up the initial schedule.
I am currently a system administrator for Oracle Primavera Portfolio Management on a government contract. It is the primary tool within the agency, robust in ability, but a bit limited in user friendly feel and ease of use. It offers the client the ability to manage all levels or portfolio management, such as financials, deliverables, resources, workflows, document management, and much more. For the backend user, sql and javascript knowledge is essential, but not mandatory, as the built in help does allow the novice developer to get by.

CAC authentication is required in my arena, and OPPM can work in conjunction with a secondary application to allow for this added layer of security.
Allows for security/permissions by customizable roles via user types and user groups. This keeps users in check with only certain abilities to edit or read, etc...
All kinds of abilities to build custom reports, as well as built in. Export formats include: CSV, Excel, PPT, Word. Customers like reports, and OPPM does a good job at its offerings.
Visual aids such as charts and graphs offer some eye appeal. This is useful for presentations, for depicting data.
Has the ability to offer document storage via attachment. Attaching supporting documents is a must with portfolio management.

We are in a portable age, but OPPM is not an option for use on mobile devices.
OPPM workflow is not extensive compared to other products, only offering linear ability.
Front-end is fairly vanilla with few clicks and clean interface. Due to limited browser support, users often have difficulties when browsers upgrade or settings are changed.

Oracle Primavera Portfolio Management is a utilitarian product of a yesteryear gone by. It's straightforward and to the point. It is well suited for a customer base who is not interested in frills, portability, or a multitude of OOTB ability. It's for those who like to restrict and manage all control over users, code in queries, functions, and create customized reports for end users. It does what it does very well however, just do not expect it to be pretty. It's a 2007 product, so curb your excitement. It does handle all aspects of portfolio management well; financials, budgeting, spend plans, contracts, projects, staffing, workflows, etc... however, it is not intuitive to navigate, and will require some training.
Used prior to purchase of Procore software. Used by all employees, for all project related activities - Implemented for filed use during Close -Out & Punch.

It is used as a centralized hub in order to manage, organize, and create reports for projects.
