There are good and bad with both. Quickbase gets the win because at the time it was more feature-rich.

Yes, Quickbase allows us to quickly develop and deploy many business applications. It also helps our company as a stopgap workflow process until IT develops permanent solutions.
We only allow citizen development for reporting. Reporting is easy to drag and drop. We need to control development because many of the data points are integrated for a variety of other processes and in the past, we have found that it can easily become the wild west if everything was opened up.
We develop new products and each requires a different workflow but uses mostly the same data. Quickbase allows a way [for] product managers to track progress.
