Use Cases and Deployment Scope

We use it to have our potential employees (drivers) fill out an application that is legally required by DOT and FMCSA in order for them to start working for us. I like that it is easy to fill out on the computer, but the biggest complaint we get from our drivers is that it is almost impossible to fill out over the phone. Many of them are on the road and don't have computers on them when they're inside the truck, so they have to fill it out over the phone, and I've gotten feedback from almost every one of them that it was not made for phone use, it's zooming in and out and taking them to different pages while they're filling it out, causing them to skip many required fields, and then being forced to go back to what was skipped. Also, earlier, it was saved when they started filling it out and stopped in the middle of it, it would save their progress, but it seems to be deleting it lately, forcing them to start again if they don't fill it out all at once.
