Under my account page - Manage Device, it shows my computer, and on the right side, there's an "Unbind" link, so at least nowadays, you remove the license from your computer and thus transfer it to another one. Having a perpetual license for the Deluxe and not exactly a cheap (but oh so worth it) package would make zero sense being called perpetual if tied to hardware that might get upgraded, break, or get stolen. September 12, 2024, is only 4 months and 3 weeks ago, so unless they've added this crucial feature since then without me noticing (entirely possible), then you've overlooked that feature unless your license is of a different type than perpetual (non-business?) user since I'm long forgotten which types they have.
