Why you should use Exclaimer
We don't need anyone in-house to support exclaimer we do everything ourself from the dashboard which is very easy to use. If we have a tech or billing issue we open a chat with exclaimer and we are usually able to resolve the issue very quickly. I would say if you want to update the banners which have already been created then you could be a noice user and very minimal training (say 5min) and you will be able to change the banners effortlessly. If you want to create new rules, do more complex rules or design features then you will need to be on an intermediate IT knowledge level. An understating of how office 365 works and its features is definetly a plus.

All the people who support Exclaimer in-house are in the IT department. Ranging from the Service Desk which supports the AD->AAD fields that contain the information to be populated in the signature/disclaimer, to the 2nd line support, who supports the mail flow rules and the templates rules.

There Sr Systems Administrator, the SysAdmin, and 2 helpdesk Tier II staff are managing Exclaimer in our environment. This allows redundancy and quick resolution to any issues that may come up. These users have a higher skillset in regards to Exchange Online, Active Directory and security groups. These are required to understand how exclaimer works, how to troubleshoot and test in the Exclaimer Admin portal.

2 of us handle the support and ongoing maintenance and creation of our signatures via Exclaimer. We very rarely need to do anything in it other than creating new templates or editing existing ones. Other than that, we occasionally get requests to grant additional users access to a signature. It is not a system that requires a lot of ongoing support.

Since this package is so simple to use, there are no "skills" that are needed other than an understanding of Active Directory profiles and where certain data resides in them and their attributes. While this is all managed by skilled IT professionals, I could easily turn this over to one of our clerical staff to do the majority of the design changes to the signature blocks.
