We have been using NetSuite for almost 2 years so the help we have had to provide our co-workers has changed a lot. In the beginning it was helping people to do their daily jobs. Then it transitioned to helping people get the information out of NetSuite. And now it is about how to customize and automate NetSuite. We still provide basic training to new employees and also to all staff when we create new processes that take advantage of a NetSuite feature which is very simple and straightforward. But it would be ideal to have a full time person dedicated to administering NetSuite.

Administrator needs a good blend of accounting expertise and comfort level with cloud based software. I'd also recommend building a relationship with a good third party support vendor that can handle the more complicated issues/changes. Most will have a stable of people well versed in different aspects of the system (financials, sales, integrations, reporting, script writing customizations, etc.). This person usually can take on more duties than just the administrator role and/or could be a controller type if they are "tech savy" enough.

Our VP of Finance is the primary administrator i.e. has the primary access controls. To create new accounts, on the chart of accounts, they have to approve. Once you’ve set-up the system, you don’t need to change much – just add new departments, new items, if you want something split out differently. We can make those changes ourselves without IT. As part of Sarbox compliance, we need to go to IT to get new/change users. IT also helps out with complex stuff like adding usage data, help with reporting. Our business analyst in IT spends less than 25% of his time on the solution.
