Juniper Flex Licensing has been used at a wider level in the organization as it helps in simplifying Juniper licensing and packaging. It does help with subscriptions as well as perpetual licenses. It does come with Juniper Mist Wired Assurance and Marvis subscriptions. The best part is there is no separate support required for this.

Whether Juniper Flex Licensing is suited or not well totally depends on how network is consumed. I believe it is well suited for Data Centres, service providers, and security. As with Juniper Flex Licensing, you can right size the investments according to the needs of the company. I dont think it is suited for SME's.

Juniper went down for the last few years because of no updates in the market, and Cisco took over, wherein Juniper recently has come back with new updates like Juniper Flex Licensing, and this is one of the best models of Juniper and now in utmost competition with Cisco.
