What is Rovo Dev?

Rovo Dev is an enterprise-scale, context-aware AI software development agent and coding assistant designed to accelerate the software development lifecycle (SDLC). Driven by the Atlassian Teamwork Graph, Rovo Dev coordinates strategic intent, work tracking, and codebase execution by connecting Jira issues, Confluence documentation, and code repositories (Bitbucket Cloud and GitHub) into a single, context-aware engineering workspace. It provides development teams with automated code planning, generative coding, static analysis, and automated code review workflows.

Rovo Dev operates across three primary developer entry points:

  • Rovo Dev CLI: A command-line interface that executes within the developer's terminal, analyzing local repository code, generating structured code plans from Jira issues, and initiating parallel background coding tasks.
  • IDE Integration: Officially integrated with VS Code, allowing developers to retrieve enterprise knowledge, generate code refactorings, write tests, and document codebases directly inside their active editor workspace.
  • Repository Automations: Embedded directly within Bitbucket Cloud and GitHub to automate pull request (PR) reviews, validate code changes against Jira acceptance criteria, troubleshoot build failures, and summarize deployments.

Core Capabilities
  • Jira-to-Code Planning: Automatically parses Jira ticket descriptions, acceptance criteria, and linked Confluence specifications to generate detailed, step-by-step code execution plans. It helps developers ramp up on new feature requirements and existing codebase structures before writing any code.
  • Generative Implementation & Refactoring: Converts structured code plans into deployable codebase changes. Rovo Dev can write new logic, perform complex refactorings across multiple files, generate unit tests, and document codebases.
  • Automated Peer Code Review: Analyzes pull requests in Bitbucket and GitHub against standard programming conventions, common security vulnerabilities, logical flaws, and Jira ticket specifications. This ensures code changes fulfill business acceptance criteria before human peer review.
  • Parallel Task Automation: Supports multi-step, asynchronous background tasks. Developers can delegate parallel implementation or analysis tasks to Rovo Dev agents while remaining focused on high-level design and local coding.
  • Atlassian Teamwork Graph Integration: Pairs Atlassian's organizational metadata (permissions, work links, documentation) with frontier large language models (LLMs) from Anthropic and OpenAI. Rovo Dev respects existing user permission configurations, meaning results are strictly filtered based on the data each user is authorized to access.
  • Model Context Protocol (MCP) Support: Integrates with MCP server architectures, enabling teams to securely connect third-party developer tools, databases, and APIs directly into the Rovo Dev agent workspace.

Security, Privacy, and Compliance
  • Zero Data Retention (ZDR): Rovo Dev utilizes third-party hosted LLMs from OpenAI and Anthropic. All external integrations operate under strict zero data retention agreements; customer prompts and generated code are not retained or utilized to train LLM provider models.
  • Compliance Certifications: Rovo Dev is fully covered under Atlassian’s security and trust frameworks, holding SOC 1, SOC 2, and ISO 27001 certifications.
  • Compliance Exclusions: Rovo Dev is currently not HIPAA-compliant, and its usage is not covered under Atlassian's standard Business Associate Agreement (BAA).
  • Data Residency: Rovo Dev does not support localized data residency constraints at this time; data processing may occur across global infrastructure in accordance with Atlassian's standard Privacy Policy and Data Processing Addendum.

Pricing and Consumption Model
Rovo Dev utilizes a credit-based consumption model designed to scale with enterprise development needs:

  • Standard Subscription: Priced at $20 per developer per month.
  • Credit Allocation: Each subscription includes 2,000 Rovo Dev credits per user per month. Credits are consumed dynamically based on AI operation complexity (e.g., plan generation, code reviews, parallel workflows).
  • Overage Billing: Additional credits consumed beyond the monthly base allocation are billed at a flat rate of $0.01 per credit. Admins can configure credit caps and site-level limits to control monthly expenditures.
  • Evaluation: A 30-day free trial of the Standard tier is available to qualifying Cloud sites.
