In my organization, IBM Apptio's goal is to be able to show the entire IT cost transparency and be the tool to show IT value.

I am likely to tell a colleague that I think my current rating is a 7, because I know the IBM Apptio tool is useful, but IBM Apptio seems to be a learning curve as someone who worked with Power BI for years.
