Are you going to use Jmeter to primarily test for webservices? Then Jmeter is an obvious choice

I have used HP LoadRunner in the past, and even tough it's much more user friendly, the cost of it and its performance made me choose JMeter as a much more flexible, robust and cost effective tool.

Faster resolution of issue that only occur when the servers are under load ROI is great as JMeter does not cost. … It's awesome at a cost of $0.

Cost saving On the negative side it's difficult to always trust results, in some scenarios JMeter efficiency is poor and you have to use workarounds to fix it.
