Serverless saves you money.
Smooth usage for the same UI.

DB should provide private IP rather than public IP only.
It should provide one-click to import from other DB rather than using object storage.

Return on Investment

Easy to setup with little maintenance.
Fast time to market due to SaaS model.
Comparable or better cost saving comparing to AWS Aurora.
Serverless provides best bang for the money for enterprise.

Oracle Autonomous Database has:

Better performance.
Autonomy.
Serverless.

If you want DB as service, this is the best. It has better pricing with great performance due to its serverless mode, meaning no pay if no use. However if you don't need a large relational database or have a legacy DB application, another non-SQL DB might be a better option.
