Stable and tested system. Cloud is still evolving for Oracle and capabilities are still in the nascent stage. Moving the entire business back end operations to an in development system can be risky.

It is well suited for a traditional organization with manufacturing and distribution operations. The finance area is pretty strong and covers most industry used practices.
