When it comes to construction management software, Primavera Unifier is the industry standard. Every year the product continues to improve. Basically, Unifier is a framework application and you basically pick what you want. Meeting Minutes, RFI's, Submittals, Change Orders, Payment Requisitions are just a few of the modules available in the application. Anything related to the project can be stored and should be stored in the application. Basically, one-stop access to everything. Recently, vast improvements have been made with the import feature to bring in module information (RFI's, Submittals, etc.)

With any product, the buy-in needs to come from up top and trickle it's way down.
Oracle customer support is a key aspect which should go into consideration.
