We went with Acrobat since we use the suite from Adobe for the majority of people. We signed up other people with just an Acrobat license so that they could also read the PDFs and annotate. We found other programs had issues with the back and forth, especially cross-platform.

Adobe gives you more control over what you’re editing but at the cost of an annual fee. That said the features are more robust and high quality whereas some of the other browser-based tools are lacking.
Overall Adobe Acrobat DC had more features and just was more of flagship and dependable application that was already widely used in the organization. Its toolset and security made it an easy pick against other newer PDF readers and editors.
