Overall Satisfaction with IBM Engineering Lifecycle Management

Team ticket tracking, change request tracking, defect tracking, source control management, requirements tracking, and reporting of data therein to internal and our client.

Pros

  • Useful for tracking very large and very complex dev/ops.
  • The API, while not well documented, can be integrated with other apps with highly customized work.
  • Flexible hosting apparatus on server, both Windows and UNIX.

Cons

  • Installation and upgrades are terribly complex and requires many hours of preparation.
  • User management in roles and permissions is archaic and inflexible.
  • Low-to-no automation out of the box, must be customized and done for each use case.
  • The amount of effort needed, for years - to get it working stable processes is burdensome.
  • There are other, more well-suited software to do dev/ops, even if it requires two or three together.
  • ELM is a jack of all trades and a master of none in the sense that it can do quite a lot, but it's up to the team managing it to make it absolutely bulletproof to users, requiring ongoing maintenance and oversight.
For users, once they are comfortable with the layout and how complex things can be, it becomes closer to second nature. However, for administrators, both on the front end and back end, it can be an operational nightmare. From managing user roles (which don't tie to LDAP, only authentication does), to creating work item enumerations, states, and workflows, to doing basic patching requires an immense amount of labor and time. With this in mind and the cost of the product, it really fits only a small subset of users.
Unfortunately, this IBM ELM installation predates my tenure, and the project and client have become entrenched in it with no viable way to move off of it. There are better products capable of doing individual workflows well. ELM's attraction is that it does a lot of things OK.

The software is robust enough to handle highly complex software development or other product development and can be used well beyond the range to do what a client needs. However, because of the inability to hold its users to proper best practices, things can get wildly out of hand and cascade over the years, creating unnecessary technical debt. The system has a lot of usable features, but they don't funnel users toward the correct processes and practices.
