Use Cases and Deployment Scope

We were working on a POC for data mining, and we needed a lot of computation power at a decent cost. Oracle Cloud Infrastructure helped in this regard since it's reasonably priced and very easy to set up and get going. The interface is also quite simple and would not need much training to get started.

AWS Compute Optimizer

AWS has a few advantages, such as bulk operations which seem to be missing from Oracle Cloud Infrastructure, but Oracle Cloud Infrastructure is faster to start and deploy.

It can be helpful where someone wants easy management of compute resources and also at a reasonable price. The interface is quite simple and does not need much training to get used to. Though not better than its rivals, such as Amazon Web Services, Oracle Cloud Infrastructure has its own plus points.
