It's being used as part of the backup procedures for the entire organization as part of our data loss prevention strategy where cloud mailboxes are backed up on a schedule.

By understanding that Microsoft doesn't take ownership for your data. They blatantly let their customers know that is your problem.
Yes, we were able to archive old user data and able to access it when necessary via the Veeam interface.
Yes. We typically use the export to PST and zip files for mailbox and OneDrive data, especially for the archiving of old data.
Top two would be:
1) Ability to download a user's mailbox and OneDrive
2) Being able to access those files or emails from an easy to use interface
3) Ability to export to a PST or zip file to store on another media.

Veeam was able to allow us to use local storage as a repository for our backups. Infrascale only allowed us to use another cloud infrastructure to backup. Depending on your needs either solution could've worked.
