Azure DevOps Server (formerly TMS)

Azure DevOps is well suited if you have a big team that is collaborating their codes and need to have devops pipeline for all build and release work. Also since this tool provides bug management facility, you don't need to purchase any other tool for that purpose. Moreover if you have your infrastructure built over Azure cloud then this is a best match for your requirements as it integrates well with it.

Rally Software (formerly CA Agile Central)

If your organisation is planning to adopt Scaled Agile Framework Methodology (SAFe) without being worried about cost, CA Agile Central is one of the best tools. Here, you can look at various release trains and how that then flows up to the overall program budget. You can look holistically across all the release trains with minimal effort and have it flow up to the program office’s budget. It also helps by easily maintaining backlogs and integrating more seamlessly into software developers releases, iterations, and features. It has no conformance issue as it supports almost all the browsers like IE from version 8.0, Firefox from 3.6 and the newest versions of Chrome (from 6.0) and Safari (from 4.0).

Pros

Azure DevOps Server (formerly TMS)

  • The consolidation of issues is extremely useful for us. Having one place where all bugs are entered has helped our business process immensely.
  • Being able to query data regarding user stories, bugs and code is extremely helpful. As well, using the visual tools built into the system can help with messaging regarding the status of a project.
  • Being able to monitor code deployments is extremely helpful. Since we are managing multiple environments, this tool makes it easy to see what is happening where.

  • The ability to tailor the tool for each product. For example some simpler projects can be managed with simple user stories, a Kanban process and board. Large projects are managed with iterations, releases, tasks and burn down charts.
  • Create a home dashboard and customize it to show user stories and tasks assigned to you and a personal burn down chart.
  • A portfolio management capability where you can link and view the entire hierarchy from theme to initiative to feature to user story(s) and finally to tasks.

Cons

Azure DevOps Server (formerly TMS)

  • The older versions of TFS are more lacking in the web version-- if you aren't updated to 2015 or above I believe, a lot of the web features are not available (like bulk update). You really have to keep up to date with TFS for the best features, and it's no simple task to migrate your entire instance of TFS from an older version to a newer version.
  • VSTS is supposed to be a virtual version of TFS that we've been looking into, but it severely limits customization options for ticket templates and workflows. It would be nice for VSTS to eventually carry that customization over so we could feel more comfortable switching to "the cloud" so to speak.
  • Queries are a very powerful tool, but normal business users struggle to understand how they can best utilize this tool to analyze tickets. Because of the permissions structure in all companies I have been a part of, I've never been able to save my custom queries to a public folder in TFS for business/project users. Instead, I have to take time to train these users and give them guidance on how to best create queries for their needs. This is admittedly a business process issue, but it could potentially also be resolved with some good training/guidance around queries provided by TFS themselves.

Rally Software (formerly CA Agile Central)

  • the service was intermittently down, sometimes for several hours.
  • Rally is a very large powerful tool, and that also is the reason why it can't be a good fit for small teams who want simpler interfaces and way less features.
  • loading pages is slow, add to that if you (like me) keep it open all day after signing in, the systems logs you out automatically.
  • pening multiple windows (on separate tabs) has some problematic issues esp. when your sessions expires, and you will need to sign in to all other tabs one by one. Also if you attempt to sign in again on one tab, all the other tabs redirect to the same page of the first tab you signed in.
  • a steep learning curve for agile beginners/novice team member - leaving those members to use the tool without any training makes it almost impossible for them to know what they must do to get by their daily tasks
  • not enough free documentation online

Because we are a Microsoft Gold Partner we utilize most of their software and we have so much invested in Team Foundation Server now it would take a catastrophic amount of time and resources to switch to a different product.

  • To keep connecting my people, platform, and process for faster, smarter, better results.
  • Making the right contribution to the community. Use Agile and Lean processes to manage the work of your team.
  • Once you have tasted the positive result with Rally Software, you don't want to give up and come back to the old school of development pain any more.

Azure DevOps Server or TFS is a complete suite in itself. From Developer's machine where the code is developed to the production environment where the code is meant to run it take care of complete flow within itself. It acts as a code repository you can check-in check-out codes using GIT interface. It also acts as a Build and Automation Test tool which can help you to judge sanctity of your code. It further acts as a release manager to deploy your application to the production environment. And all these steps can also be performed without any manual intervention with the option to have approval processes. Hence its a perfect blend of all set of tools and capabilities required to bring code to production.

Great UI, recent refresh was terrific. Great graphs and metrics, inline editing for updates, and a multitude of views on sprint progress make for a great team collaboration experience. There is also an active community and forums so that if you do need help, it is readily available

The screens render relatively quickly but many actions that you would expect to require a single click require multiple clicks and pop-up windows. The extra windows and clicks make the product feel ponderous.

I have not had to use the support for Azure DevOps Server. There have never been any issues where I was not able to figure it out or quickly resolve. Our Scrum Master has used support before though, and the service has always been prompt and clear with a customer-focus

I've had to use support only one time and my issue was eventually resolved but not because of my ticket--because others complained about the functionality taken away so they brought it back. My ticket was never answered or addressed. So I can't really say much for the support factor for Rally.

It more or less confirmed that we are using it the way they had in mind. We were hoping for a epiphany in terms of how we could use it better.

They also want to be a go to source for agile processes and have an online resource center. It’s not that great but had a couple of nuggets. It hasn’t really helped us too much and we are not too far off from the classical interpretation of agile.

I would recommend training, in particular for organizations that multiple on-going projects. The product seems optimized for larger, more complex teams and getting proper training on how to configure, administer and use the system would be beneficial

Alternatives Considered

Azure DevOps Server (formerly TMS)

No tool was all encompassing - always one tool for code management and a separate tool for Requirements and test cases. Testing tools such as HP did not have a code module so code and defects were in two separate tools. Code repositories such as source save do not have a defect module so code cannot be directly linked.

It was a close race between Jama, JIRA and Rally. We decided to go for Jama as a requirements management tool and use Rally for Agile projects. The cost was another factor that made us select Rally.

Return on Investment

Azure DevOps Server (formerly TMS)

  • Time to completion for projects has significantly gone down by 15% and that number changes as more people are trained and are comfortable with TFS.
  • Change Management and Approvals are easier to access.
  • More projects are implementing SCRUM methodologies for applications

Rally Software (formerly CA Agile Central)

  • It supports our version and Agile and we have been able to deliver because of it.
  • It is complicated. A tool should not be complicated but rather easy to use. Rally is not.
  • It is a lot costlier than tools such as Jira.
