Oracle Utilities Meter Data Management (MDM) vs. Projector PSA

Oracle Utilities MDM is well suited for users that have plenty of money to invest in technical hardware resources to support the requirements of this application. With the electric utility industry becoming more and more precise data-wise, the requirements for data storage and processing are only going to increase. For example, electrical usage measurement used to be a once-a-month practice; in the 1990s, hourly reading was introduced; recently, 15-minute interval readings have been introduced and will become the new norm. Going from one reading a month, to 720, to now 2,880 requires expensive hardware. MDM is able to handle this load, in our experience, only if you purchase Oracle's Exadata hardware, which is priced at a premium. Beyond data storage itself, we have also found that MDM real-time usage for users is also, unfortunately, best with Exadata. Likely because Oracle developed this hardware, and because it has built-in compression, portioning, and tuning features, performance is better. One note is that Oracle does provide a purge-and-archive strategy in the more recent versions of MDM (i.e. ILM). However, implementation of this is a small project in itself, although worthwhile in the long run.

We think Projector PSA is a great tool to track and manage people in a professional service environment like management consulting. This system is easy to set up, easy to understand and should easily suit the needs of smaller and medium sized firms. It may be less appropriate for firms that rely very heavily on project management through another system (like MS Project) or firms that rely very heavily on a sales pipeline tracking system. While still very much possible to use, you would (I believe) have to do some re-keying between systems

• Data Management is crucial and MDM does this well
• Device Configuration organization
• Readings, usage, measurement units, service points, device management

• Projector is a very well designed tool for project management. It has allowed us to eliminate a number of auxiliary tools for project timelines and WBS for the vast majority of our projects.
• Time and expense entry is intuitive and quick for our staff.
• Our forecasting and resource management capability has improved greatly with Projector and allows us to grow our team efficiently with minimal additional administrative burden.
• Reporting is extremely robust. It does require some time to really get a handle on the full functionality of the reporting tool, but once you do, you can get almost any kind of report you want out of the system!

• In some ways, MDM is too customizable. There is a delicate balance to be struck between allowing implementers the ability to create custom algorithms to meet their business needs and making those features part of the base product. Lots of things can go wrong if you customize it too much.
• The cost/time to upgrade is very high.
• Cost of ownership is very high.

• Release management process needs to be improved. Currently no facility is provided to test the impact of new releases in a sand-box. This introduces business risk if there are interfaces into Projector PSA as part of it's use in the business.

We have been using this tool for a year now and find our use of it continually evolves and broadens. We are also very excited about the overhaul that's under way and feel many of the improvements being put in place will help make us that much more effective and efficient. The Projector team is also very responsive and collaborative in terms of user feedback and improvement suggestions, which helps us know they will work hard to help us get what we need out of the tool.

Desktop interface feels complex to new users.

In 5 years of use we have never experienced an unscheduled outage.

We get prompt responses from support, but sometimes solutions take weeks or even months to come.

Although I have minimal experience with meter data management products outside of MDM, it does perform better than an in-house product developed by our utility 20 years ago for use on our mainframe-based system then. Meter management is headed the same way as other industries in terms of data usage and mining. The requirement for data is only going to continue to increase, and at this time it appears that MDM is only just keeping up with those requirements. Oracle has done a great job of purchasing products and integrating them into their overall framework, but the current database structure of MDM lends itself to poor performance if Oracle's own hardware is not purchased, and if their purge and archive strategy (i.e. ILM) is not employed.

We did pursue Quick Arrow another tool that was similar. We found that be in inflexible in use. Projector allows a lot of flexibility in setup. Our organization has very specific business processes and we were able to set up Projector to work with those processes. Several other systems we tried were not as flexible in allowing set up to our needs.

• Preventing errors for us always turns into money saved. Error flags that MDM throws help to prevent incorrect data entry, which almost always turns into money and time spent on sending somebody out into the field to ensure accurate data was given. So by not allowing for the possible errors, we save money.
• No Negative Impacts.

• Even in the small time that I stayed to see Projector PSA reporting I saw ROI projections become more realistic. There was real data to analyze that proved we were spending way too much and charging way too less on some projects.
• Although employees were not used at entering their hours, this single reporting improved operations management and validated employees concerns that more people were needed to manage workload
• Project proposals were more realistic because they were driven by real data.
• Decision making overall for the department became more efficient and effective
