We use Microsoft Visio to draw up overall org charts.
We also use it to in IT to create network diagrams, data and work flows.

Pros
- Presence of a grid makes layout easy
- Ability to scale a diagram allows us to start small and built out
- The built-in icon sets are very helpful and make the diagrams more purposeful
Cons
- Cost of the subscription can be expensive
- Icon sets can be difficult to find for non-general use
- Not possible to amend a Microsoft Visio file without the software

Publisher is more generic and while it is able to do what we need, Microsoft Visio allows us to do the same thing using less time and higher accuracy with features like custom icon sets, ease of linking and maintaining links to denote work flows as well as scaling up without losing/skewing existing relationships.

2 - Anyone familiar with the Microsoft 365 suite of software would be able to use it without difficulty. Support is rarely required as the feature set is easily accessible and intuitive.
