Adobe Acrobat DC makes it very easy to locate the files that need to be uploaded. You simply indicate that you want to combine files and are taken to a page that guides you through finding the files that are needed and then uploading them. The files are then conveniently displayed for combing and arranging.
I have noticed that there are security measures on some pdfs that I have received where Adobe Acrobat DC won't allow any editing including adding a signature. I now see that there were Adobe Acrobat DC does have a Protect feature for pdfs. I have not used it to protect our combined pdfs but am glad to know it is available.
I did not evaluate any other pdf management programs other than Adobe Acrobat DC. I was familiar with other Adobe pdf products and never thought to explore any others. I have been very pleased with Adobe Acrobat DC and have not seen the need to look at other pdf management products.

We generate multiple completed forms for our users that are converted from a web form to a pdf. Adobe Acrobat DC makes it very easy to upload the individual pdfs and convert them into a single pdf. It is also quite easy to arrange the pages as needed. The editing tools can be awkward to use. It is not that easy to enter text or to get the font selection to fit properly.
