Anyone can join without the complex tech integration, and it puts control in the hands of hotels and room sellers to build relationships and negotiate commissions with each other directly, rather than skewing the balance of power towards the old-fashioned middlemen. And because it strips away so much complexity, it means the commercials are better for both sides too.
