We use articulate 360 to build learning for other organisations, Articulate 360 provides all of the necessary tools to produce and review learning courses. It provides 3 different authoring tools, Rise, Storyline and Studio.

Much better end to end solution, the HTML5 output is industry leading, along with Rise for responsive authoring Articulate 360 should always be the first choice for development.
Articulate 360 is great for a freelancers as it provides all of the tools needed to create great content. Also it can be used as teams with the addition of new collaboration features. There is so much included and the HTML5 content is so much better than the competitors and also the previous versions of Articulate software.
