Speed to get "up and running" is entirely dependent on business requirements and solution complexity. In our case, our vendor/partner built and implemented a custom design, installed their solution, and integrated our other technologies in about 3 months. The entire contract, scheduling, planning, and workshops took longer but much of their solution simply needed to be customized around our needs. Ours was technically and "upgrade", but this is not atypical for new installs either... depends on the need.
