The CMS allows us to open up content creation to those who really know what they need, while the ability to update templates independently makes a much more effective user experience.

Nine months with a vendor. The vendor wrote a toolkit and then expected us to update it through their channels and request their support to make changes. Caused a big headache for our org. After they were gone, we had trouble making additional extensions based on the complexity of the solution. It is very expensive to build, maintain, and upgrade.
