Oracle HCM is used across the whole company in all departments.

Evaluating Oracle Cloud HCM and Competitors
Yes - We used to have Halogen (Saba Technologies) for performance management. The product was lacking integration with the rest of our other Oracle products such as core HR, recruitment and learning. Oracle HCM cloud not only solved this problem but also helped us introduce a new set of future generation products (SaaS)

No - I don't think we should pay for any premium support even if it was available.
We think Oracle doesn't have enough people with the right expertise to address customers' issues

Yes - It was resolved but the support service is lousy generally speaking
There was a case where Oracle provided exceptional support but it was for a different product (not Oracle HCM) and in a different country (USA). In the region where my current employer is, the support is not good
