Address communication of incentives and disruptions, such as fee boosts, when we want to boost a specific location, or whenever there are events and weather disruptions, such as marathons or storms. The latter is quite critical as during red weather warning events, riders are in risk of life and we have a duty with them to disencourage them going out but also communicate that we won't be operating so they can plan better.
