CollabNet TeamForge is more well-suited for technically knowledgeable users such as developers, systems analysts, QA but not for non-technical users due to the technical data used throughout the tool. CollabNet TeamForge is appropriate for most applications development. In any industry especially suited for high demand software delivery environments.
Apptio Targetprocess is well suited to track work and progress of that work. In addition it is easy to tie that work to OKRs. Cost and hours rollup across the work hierarchy works well. Our users like the flexibility of Targetprocess and the ability to develop their own views and reports Scenarios where it is less appropriate is to do executive level reporting and develop reports that can pull in all of our time data since there is a 300k record limit
Changepoint is basic and would, therefore, work for businesses with uncomplicated requests, pretty straightforward workflows and willingness to work with an unsightly solution. It is basic, from the UI to the search option and the way the information is captured, which can be frustrating and counter-intuitive at times. It is relatively robust (i.e. I have been using it for almost 2 years and have not seen it crash once) but it does log me out when the system has been inactive for about 30 minutes - and I am only notified about being logged out upon clicking the Submit button, meaning many a line of text have been typed more than once!
Extremely flexible: We are able to setup work for different groups in ways that work best for them.
Fantastic support group: They are extremely knowledgeable and helpful. I enjoy working with them.
Automation: Their automation capabilities have saved us a lot of time.
Customizing screens: We can go into code for the different entities, move fields around or hide them, add tabs or additional sections as needed to make for a streamlined user experience.
Reporting: Their reporting is flexible and phenomenal. There are so many different ways to pull data and the interface is easy to use.
Their user guide is well built and extremely helpful.
Changepoint has significant reporting capabilities, though of course, the data that comes out is only as good as the data that goes in. I enjoy being able to use the standard reports to understand exactly how much a project has cost us and to compare it to how much we are charging. This allows us to more accurately set our prices. Though we have not used the report designer capability, I understand that custom reports can be designed with relative ease.
Changepoint has a versioning capability for changes made to user profiles in the system manager, which I find particularly helpful. As a non-power user, it is valuable to be able to see what changes I have made to various profiles so that I can troubleshoot a problem down the line.
Changepoint has significant functionality well beyond the features that we are currently using, and for this reason, I think it is affordable and a good deal. Particularly if your organization is interested in dedicating the time and resources into using all of the features around project planning, resource allocation, etc., the price is well worth the value.

I would like to see personalization for managing artifacts, that is, allowing the user to customize pages and save personalized settings and then save them as bookmarks.
I would like an improved subversion browser such as a graphical user interface rather than a basic file explorer.
I would like built in features for CollabNet TeamForge integrated with subversion so that i can associate my private code branches and code changes.
We use Changepoint to manage the IS organization. I would like to see more advancement in order to do benefits management.
I would like to see a capability where a project manager can build a very detailed work breakdown structure, but only require project resources to charge time and provide a task status at a higher level.

Targetprocess is the most flexible application for tracking work among teams that we have found. This power comes from near limitless ability to customize your views on the work tracked in the system, and from the myriad reporting options to draw metrics and stats out of the data there. Custom fields, processes, and mashups all add to this flexibility and appeal.
Sometimes the decision to renew boils down to an old adage "if it isn't broken don't fix it". Previous to moving to Changepoint, it was obvious that we needed a better project management tool. Projects we completed on time but the time zone difference between the teams and several iterations of back and forth caused a number of communication issues with projects. The difference is night and day.

Overall Targetprocess's usability is good. the tool is easy to use and has features which most BUs and organizations can use. Additional features like AI integration would help the tool and its overall usability. providing additional dashboards for specific roles and executives within the tool would benefit Targetprocess with its scale

Reports are fast loading, considering they can refresh in a second or less and we have 7 years of work tracked in over 40k entities. Pages can load slowly when the views are very busy, but not frustratingly. I am a console user most of my career and generally prefer it over webUI interfaces, but Targetprocess won me over from the beginning and I spend half my day using it now.

They always answer the phone when we put a call in, any time. They have consistently sent out contractors when needed and were there every step of the way when we switched over from ClearCase to TeamForge years ago. The support is what you really pay for when you buy into TeamForge.
TargetProcess' support is one of its strengths. The support team is very responsive and helpful when there is a problem but they're also proactive in providing good release notes and engaging with the community through a voting scheme to influence the priority of new features.
The team also releases new versions frequently with new features but with no knock-ons to currently working features.

You should take some time to get everyone to agree how the system should be setup before work starts being tracked in Targetprocess, this avoids difficult and disruptive changes to processes or plugins later when everyone relies on it daily.

CollabNet TeamForge is superior to Mercury mainly because it has a subversion change management tool integrated with the product. CollabNet TeamForge offers more complexity but with more flexibility for managing and tracking projects. I think CollabNet TeamForge is more comprehensive than either Mercury and JIRA. They're all user friendly tools with short learning curves but CollabNet TeamForge is most efficient in my experience. JIRA was recently adopted for particular applications and is currently being evaluated by various technology teams.
I would say TargetProcess is an incredibly wonderful tool. As compare to JIRA Software, it is a fully featured product. It fulfills all my business needs. Tracking efficiency of this application is quite favorable in order to track all the details from a certain project in just a few minutes.
Planview Changepoint helps us to understand our key customers enabling us to capitalize on every financial opportunity and helps us to forecast demand against the capacities required for new opportunities, and also it automates and monitors contractual terms and conditions. It gives us visibility into our employees' skills and helps to optimize resource allocation.

We use the hosted version of Targetprocess and have never run into limitations or degraded performance due to scalability. Excellent performance over 7 years!
Employee efficiency has decreased significantly within our Project MAnagement team. The main causes are lack of logical steps/not user-friendly and the slowness of the entire program.
Changepoint PSA has greatly improved being able to track budgets for all projects. Before this software, budgets were done manually by hand and cross-referenced with Accounting. Now, we can pull a report out of the system, as long as all parties entered their time and data correctly.
