D & B hoovers give information about the specific employees based on their function and designation. I send emails based on this information and pitch my services.

The most essential filters that I use are: Company Geography (State and country), Number of employees, Revenue of the company; present and past 2/3 years, the product and services the company provides, the number of years the company is in service. I also use the filters for finding out the increase or decrease in hiring done by the company and funding events if any.
While searching for an individual contact the filters that I use are the function of the contact, the seniority level, number of years the contact is working in the present company. This helps me know if the contact I am going to reach out to is a decision-maker/ influencer or not. If not the person should at least help me in terms of talking about our services to his network.
The company information provided by D & B hoovers is extremely in-depth and in detail, the accuracy of the information provided gives a very good idea about the prospective company and helps in making cohorts and evaluation fit. As compared to other companies D & B hoovers is not as efficient in detecting buyer intent which other tools like Slintel are very good at. D & B Hoovers gives amazing company info however it can improve on sharing information about buyer intent. Sales Navigator by far provides extremely accurate information with is almost 100% accurate. However, Navigator does not provide buyer intent information.

D and B hoovers are best suited when you want to target companies based on their revenue, employee strength, location, and the kind of business the company is doing, this helps to make a cohort and find companies that are most likely to buy you products or services. However, D & B hoovers has some scope for improvement when it comes to getting details of individual decision-makers in those companies. It's not bad but can improve.
