If you are creating a dashboard, and you need to develop it very quickly, then Google Charts is perfect. It integrates like magic with Google Sites and Google Apps Script. If you want to create a desktop application, it is not advised to use Google Charts. As you always have to have an Internet connection.

Google Charts is easy to use - there is no initial training needed and anyone can utilize. There are lots of room for improvements for troubleshooting and offering more assistance and options for usability.

Cognos is very expensive and needs heavy IT-team to implement it.

I think it is a good tool, especially when you are using big volumes of data, I never had any performance issue with the tool. It is good to combine data and show mixed information in the same graphic. The fact that it is a Google product and can be easily used in Android devices is a plus.
