It is a critical requirement to have an IR in place and tested. Too many customers have a process in place but have not executed upon it. It is necessary to be able to react quickly and decisively in an incident because time is of the essence. It is good to have the plan in place but unless you can successfully test and evaluate, then it is almost like not having one in place.
It is necessary to put the plan in place and test so that all parties have an understanding of the steps in the process. Too often the plan will be in place with key personnel but not communicated well. All parties need to work together in a concerted effort to be successful.
