Chose ShareGate
Sharegate is superior in most ways except teams sites migration to GCC high tenant. It’s not possible with Sharegate but abitTitan can somewhat migrate teams to GCC high tenants. I wish MS would make available the Graph for GCC so we can utilize Sharegate Team migration tools! …

We have used BitTitan MigrationWiz to migrate mail from nearly any Source to any Destination. Office 365 deployments have been easier using BitTitan (by migrating mails, documents and PST archives automatically, with a reduced downtime for users).

Migrations from one 365 tenant to another are so easy with Sharegate that there is little work to prepare and post-check. This tool is very user friendly and if you understand SharePoint you can understand Sharegate. One other feature I like about Sharegate is that you can migrate parts of SharePoint and not just the whole thing!

BitTitan MigrationWiz is less expensive and way more reliable than AvePoint Fly in my opinion. Setup is less complex and the tool is easier to understand and use as an end user.
