Terraform

8 because it's currently best-in-class and is completely essential to use in contrast to not expressing your infrastructure as code. That said, new contenders are nipping at its heels, and I expect stronger tools to emerge in the coming years. Hopefully the Terraform team is able to keep pace.

Rally Software (formerly CA Agile Central)

If your organisation is planning to adopt Scaled Agile Framework Methodology (SAFe) without being worried about cost, CA Agile Central is one of the best tools. Here, you can look at various release trains and how that then flows up to the overall program budget. You can look holistically across all the release trains with minimal effort and have it flow up to the program office’s budget. It also helps by easily maintaining backlogs and integrating more seamlessly into software developers releases, iterations, and features. It has no conformance issue as it supports almost all the browsers like IE from version 8.0, Firefox from 3.6 and the newest versions of Chrome (from 6.0) and Safari (from 4.0).

Pros

Terraform

  • Terraform is cloud agnostic. Just select the suitable provider for the cloud and it will do the job.
  • Templating is possible to make the Terraform templates reusable.
  • Variables can be created to make the templates generic so that it can be reused for different environments or resources.

Rally Software (formerly CA Agile Central)

  • The ability to tailor the tool for each product. For example some simpler projects can be managed with simple user stories, a Kanban process and board. Large projects are managed with iterations, releases, tasks and burn down charts.
  • Create a home dashboard and customize it to show user stories and tasks assigned to you and a personal burn down chart.
  • A portfolio management capability where you can link and view the entire hierarchy from theme to initiative to feature to user story(s) and finally to tasks.

Cons

Terraform

  • The errors generated by the plan and preview commands are pretty cryptic, it can be hard for newcomers to the scripting language to understand how to address problems.
  • Access controls around workspaces is limited which makes it harder to secure reduce the scope of teams ability.
  • Analytics around user usage, applies and plans would be helpful for managemenet.

Rally Software (formerly CA Agile Central)

  • the service was intermittently down, sometimes for several hours.
  • Rally is a very large powerful tool, and that also is the reason why it can't be a good fit for small teams who want simpler interfaces and way less features.
  • loading pages is slow, add to that if you (like me) keep it open all day after signing in, the systems logs you out automatically.
  • pening multiple windows (on separate tabs) has some problematic issues esp. when your sessions expires, and you will need to sign in to all other tabs one by one. Also if you attempt to sign in again on one tab, all the other tabs redirect to the same page of the first tab you signed in.
  • a steep learning curve for agile beginners/novice team member - leaving those members to use the tool without any training makes it almost impossible for them to know what they must do to get by their daily tasks
  • not enough free documentation online

  • To keep connecting my people, platform, and process for faster, smarter, better results.
  • Making the right contribution to the community. Use Agile and Lean processes to manage the work of your team.
  • Once you have tasted the positive result with Rally Software, you don't want to give up and come back to the old school of development pain any more.

I love Terraform and I think it has done some great things for people that are working to automate their provisioning processes and also for those that are in the process of moving to the cloud or managing cloud resources. There are some quirks to HCL that take a little bit of getting used to and give picking up Terraform a little bit of a learning curve, thus the rating

Great UI, recent refresh was terrific. Great graphs and metrics, inline editing for updates, and a multitude of views on sprint progress make for a great team collaboration experience. There is also an active community and forums so that if you do need help, it is readily available

Performance

Terraform

Terraform's performance is quite amazing when it comes to deployment of resources in AWS. Of course, the deployment times depend on various parameters like the number of resources to deploy and different regions to deploy. Terraform cannot control that. The only minor drawback probably shows up when a terraform job is terminated mid way. Then in many cases, time-consuming manual cleanup is required.

The screens render relatively quickly but many actions that you would expect to require a single click require multiple clicks and pop-up windows. The extra windows and clicks make the product feel ponderous.

I have yet to have an opportunity to reach out directly to HashiCorp for support on Terraform. However, I have spent a great deal of time considering their documentation as I use the tool. This opinion is based solely on that.I find the Terraform documentation to have great breadth but lacking in depth in many areas. I appreciate that all of the tool's resources have an entry in the docs but often the examples are lacking. Often, the examples provided are very basic and prompt additional exploration. Also, the links in the documentation often link back to the same page where one might expect to be linked to a different source with additional information.

I've had to use support only one time and my issue was eventually resolved but not because of my ticket--because others complained about the functionality taken away so they brought it back. My ticket was never answered or addressed. So I can't really say much for the support factor for Rally.

It more or less confirmed that we are using it the way they had in mind. We were hoping for a epiphany in terms of how we could use it better.

They also want to be a go to source for agile processes and have an online resource center. It’s not that great but had a couple of nuggets. It hasn’t really helped us too much and we are not too far off from the classical interpretation of agile.

I would recommend training, in particular for organizations that multiple on-going projects. The product seems optimized for larger, more complex teams and getting proper training on how to configure, administer and use the system would be beneficial

Alternatives Considered

Terraform

Terraform is a tool that is particularly well suited to managing infrastructure specifically. It brings "Infrastructure-as-code" to a level that hasn't been achieved with either Puppet or CloudFormation. The former is more accurately aimed at managing the deployment of code on an instance, managing dependencies and configuration files. The latter can manage infrastructure, but is AWS specific, and does not handle company wide infrastructure well nor does it provide a simple way to maintain a history or implement a code review process (ala pull requests). Terraform can start managing individual pieces of infrastructure, and gradually grow to encompass your entire infrastructure stack as needs require. It can refer to existing infrastructure without exerting control over that infrastructure, and being a text based tool, is amenable diffs, source control, and code reviews. It plays particularly well with Kubernetes, as you can use Terraform to stand up the infrastructure that Kubernetes runs on, and manage the permissions that Kubernetes apps require

It was a close race between Jama, JIRA and Rally. We decided to go for Jama as a requirements management tool and use Rally for Agile projects. The cost was another factor that made us select Rally.

Return on Investment

Terraform

  • Our deployments are more reliable. This way we avoid having unexpected outages due to misconfiguration performed manually.
  • Agility. While doing this using our previous way, we used to spend hours to deploy a new environment. With Terraform it is just a few minutes.
  • Better control! We can track every single change in our environment by our control versioning system.

Rally Software (formerly CA Agile Central)

  • It supports our version and Agile and we have been able to deliver because of it.
  • It is complicated. A tool should not be complicated but rather easy to use. Rally is not.
  • It is a lot costlier than tools such as Jira.
