It all depends on your use case, budget, technology lift, quality, etc. My users need to be satisfied #1, or else we go with another provider. #2 the cost needs to be in line. #3 the user onboard needs to be easy, etc. Skillsoft Percipio works for us, hits all the marks.

The products we used are not listed. Element K had an e-learning module. It was difficult to use and was not cost effective. It did not have the breadth of topics to choose from and the courses were limited to the instructor lead titles.
We have used no other products similar to Books 24x7. I am certain that HR probably tested or reviewed several options before settling on this product, but I have no information related to why they decided on Books 24x7.
