My SeekOut Experience.
Overall Satisfaction with SeekOut
We use SeekOut for sourcing and recruiting. It was a tool provided for the past three years. We recruit for the Air Force. My team had accounts with access to sources and to download potential candidate profiles. I used it daily. Most of the candidates sourced were candidates who had a security clearance.

This is not a fair comparison. I used Workday as an ATS as well as for sourcing. There is bias in this comparison because Seek Out was a sourcing tool only. I would not compare the two since the usage and purpose at my employer for the two products were different.
