ZoomInfo has the best in class contact details from all that I have evaluated, however, it is not as accurate as LinkedIn Sales Navigator for contact accuracy. Obviously, you can't get email addresses or phone numbers from LinkedIn Sales Navigator, but you can verify accuracy and look for recent job changes. Ideally, your organization will utilize both platforms for the best possible accuracy and outreach.
