Looking for signals in order to focus our outbound business development efforts.

To be determined. As of now, I find it more noise than signal. Too many signals per account, a lot of them not legitimate. Also, your recommended leads and contacts has been a pretty huge bust. I may just have tough accounts -- very possible -- but while it has helped me identify target accounts, it has not yielded.
Really through intent scores. As mentioned above, I think it should be weighted differently -- if people are opening my emails, maybe clicking on a link, the account naturally gets boosted by intent score. What if they're clicking on my link to unsubscribe? I still feel that it gets boosted, and there's not much context there.
6Sense is really the only one I have used. We use ZI, which I like.

A bit of both. I think if you guys can really distinguish between signal and noise, that will be differentiator. Just because people are searching for key words -- potentially to troubleshoot, fix a problem, etc. -- does not make them in 'purchase.' Far from it, in fact. That would be key.
